Analysis of Policy Implementation in the Execution of the PAMSIMAS Programin Tolole Village

Abstract

Background: The Community-Based Drinking Water Supply and Sanitation Program (PAMSIMAS) is one of the government policies aimed at improving access to clean water and sanitation in rural areas. However, the implementation of this program at the village level still faces various challenges. This study aims to analyze the policy implementation of the PAMSIMAS program in Tolole Village, Ampibabo District, Parigi Moutong Regency based on Grindle’s implementation theory, which includes target group interests, program benefits, program implementation, and resources.Methods: This study used a qualitative descriptive approach with data collection techniques through observation, interviews, and documentation. Data analysis was conducted using the Miles and Huberman model.Results: The results showed that the implementation of the PAMSIMAS program has improved community access to clean water and supported clean and healthy living behavior. However, its implementation has not been optimal due to low community participation in facility maintenance, limited operational funds, and weak technical assistance and coordination among implementers.Conclusion: The program provides significant benefits; however, its sustainability requires support from the village government, streng thening of local institutions, and active community participation.
